I would suggest that the assessor who complete the original Pre-Construction BER assessment should be the person to complete the BER as they would have all the information to complete the BER without the use of default values unless all certificates for U-Values, declaration of works installed and the like are available from Client.
If the original BER Assessor is not available, then this would need a complete new BER from scratch and unless backup, evidence, drawings, certificates or similar are ava
or similar are available from Client then some default values may need to be used. This does not result in the best BER rating and possibly will not achieve the BER Rating the Client is expecting or that mortgage provider requires. That said a BER assessment on a property built 2017 should result in a very good rating in any case even with the use of some default values.
