Bulbs have little effect.
What was the original heat source? Were there any other heat control upgrades?
What was the actual Kwhr/m2/yr value recorded on the BER cert? 
If you don't have it, you can request it from SEAI with your MPRN?

Thanks for your reply. An old gas boiler, maybe 15 years old, replaced with a new condensing one. The heat controls were upgraded to smart ones. The kWh/m2/yr were 168.4.

Hello again, to get B3 you're trying to get from 168 down to 150. Without knowing your full set-up, I toyed around with some figures on improved heating controls and replacing Incandescent bulbs with LEDs and improved a rating by about 10! With an apartment there is limited scope to improve 
 a BER; boiler, heating controls, lighting, insulation and windows. Do any of your neighbours have a B3 rating? Can you ask what they did?

Interesting. Appreciate your feedback. Most apartments are C1. There are some B3 but I dont know currently what they did. I will check it out!

General Ber cert for green mortgage. 2 bed apartment in Rathfarnham, current BER C1. Upgraded boiler to condensing gas boiler and changed to led lightbulbs. Enough to get to B3 or better?
