Hi, only owners of properties are allowed to request a BER. If you are buying a property it should already have a BER. A second opinion is not going to improve a rating, unless improvement work has been done on the property.
It is quite hard to improve BER ratings substantially for apartments. The only options really are internal insulation, windows and heating controls.
